South African army deaths from Central African Republic rise to 14

JOHANNESBURG (Reuters) - One of 27 South African soldiers injured in March in fighting against rebels in Central African Republic has died, bringing to 14 the total killed in the clashes, a defense force spokesman said on Tuesday.

The soldier, who was not identified, had been released from hospital on April 19 following an improvement in his condition.

"Yesterday, he collapsed at home and was rushed to hospital, where he died," South African National Defense Force spokesman Brigadier General Xolani Mabanga said. Pretoria had originally reported 13 killed in the fighting.

South Africa suffered the casualties in fighting in late March near Bangui between members of its 200-strong military contingent deployed in Central African Republic and rebels who seized power there by toppling President Francois Bozize.

The deaths drew criticism from South Africa's opposition and the military's trade union which said the South African deployment had appeared to back Bozize, who took over in a 2003 coup before winning an election two years later.

South African President Jacob Zuma has rebuffed the criticism, saying the soldiers, who included military trainers and a protection force for them, were deployed in Central African Republic to contribute to African Union efforts to maintain peace in the violence-plagued nation.

The promise of OpenMobile's Application Compatibility Layer is enticing: seamlessly run Android apps on another operating system as if it was meant to be there. Unfortunately for fans of Palm's last hurrah, the project's webOS port died with the HP Touchpad. That won't stop dedicated fans, however -- Phoenix International Communications plans to resurrect webOS ACL. Taking the project to Kickstarter, the team is showing an early build on an HP Touchpad, seamlessly running Android apps in cards alongside native webOS applications. Phoenix hopes that a functional ACL will reduce Touchpad owner's reliance on dual-booting Android, giving them the freedom to enjoy webOS without sacrificing functionality. The team is promising a relatively short development time, thanks to OpenMobile's early work, and hopes to deliver a consumer ready build in July. The Rise And Fall Of Apple And The Tech Sector - Seeking Alpha

A sea change is underway for Apple Computer and the tech sector and major dangers and opportunities will unfold as this tidal wave rolls ashore. Long before Apple Computer (AAPL) became the most watched stock in the world, a book called The Personal Computer Book by Peter McWilliams was published back in 1982.

qqq, xlk, tech sector, apple computer, apple, aapl, nasdaq:aapl, spy, qqqApple still makes headlines today but many of the exciting companies, which were introduced to us in The Personal Computer Book, have either died or they have been consumed by other corporations (in the manner that Compaq was cannibalized by Hewlett Packard (HPQ)). Kaypro Computer, the manufacturer of a metal-encased unit which was as portable as a sewing machine, filed for bankruptcy in 1992. Digital Equipment Corporation (or DEC) was consumed by Compaq in 1998 before Compaq was eaten by HP in 2002. Commodore International, which brought you the Commodore 64 and the Amiga, was laid to rest in 1994.

The central character of The Personal Computer Book was a little company in Seattle named Microsoft (MSFT), which developed a "disk operating system" called MS-DOS at the request of IBM. IBM (IBM) wanted to start manufacturing a product line called personal computers. Their entire PC line was built around computer chips called "central processing units" or CPUs which were manufactured by a company named Intel (INTC).

By 2013, Microsoft, IBM and Intel appear to be heading to the same - or similar - fate as the other companies mentioned in The Personal Computer Book. Worse yet, a company named Dell Computer, (DELL) which developed a massive customer base by direct sales of PCs to customers through ads in such magazines as Computer Shopper and PC, now faces an uncertain fate after founder, Michael Dell first announced plans to take the company private, with the assistance of a private equity firm named Silver Lake Partners. As it turns out, the large-stake shareholders are not happy with the $13.65-per-share buyout price. On August 22, 2008 - just before the collapse of Lehman Brothers - Dell was trading at $25.50 per share. Dell hasn't been traded for $18 per share since February 21, 2012.

The fate of the personal computer extends beyond the good - or bad - fortunes of any particular company. At this point in American history, the personal computer is headed for the same fate as the Leisure Suit. It is rapidly becoming antiquated technology.

Smartphones and pads are replacing the clunky units with their spinning metal-disk hard drives, as consumers are increasingly entrusting their most private, personal information, photos and videos (yes - that kind, as well) to complete strangers who operate mainframe computers known as the cloud.

This sea change in digital technology is changing the entire tech sector from the investment standpoint. Microsoft, which just found its way back to $32 per share after spending most of the post-Lehman years in the $25 range (with the exception of last year's spring fever) is increasingly becoming a target for ridicule.

In fact, an online dispute arose at a popular news website after one commentator characterized Apple as "the new Microsoft". (Oh, snap!) As die-hard Apple investors stubbornly clung to their positions while the share price plunged from $702 on September 19 to $390 on April 19, it is easy to understand why.

The fate of Intel Corporation is inexorably linked to the well-being of its biggest customers in the PC manufacturing industry. At this time last year, Intel was clawing its way back to $29 per share. These days, you are lucky if you can unload those shares at $22.

A good number of investors who survived the dot-com bubble, which came to grief in March of 2000, are nervously fretting about what to do with their technology sector shares. Because the entire tech sector rises and falls with the prices of those four relics of the PC era, many see the entire sector as radioactive.

Which brings the discussion to Apple Computer, the tech industry darling which is now locked in a significant bear market as it struggles to maintain its dominance.

The company's recent earnings report was lackluster, at best, as iPhone sales decline and margins shrink. Apple stock has taken a sharp decline from the lofty peaks in the $700/share range to close on Friday at $417.

Numerous brokers have cut their price targets for Apple and now there's a wide range of targets between $400-$800 per share.

The company reported revenues that were better than expected and good sales for the iPad. However, Apple reported declining profits for the year over year period and declining gross margins. Slowing growth is bad news for an innovation leader like Apple and the rest of the world seems to be catching up with Samsung (SSNLF.PK) pressing them in the phone market and Amazon (AMZN) in the tablet world.

Apple is losing market share as its iPhone sales grew just 7% year over year while Samsung shipped more than 60 million smartphones in the first quarter, giving it 30% of the global smartphone pie compared to Apple's 37 million phone sales and 17% of the market.

Apple also issued lower guidance for the upcoming quarter and that it has no new products to release until autumn, another bad news omen for a company that depends on innovation and invention.

Apple's big announcement during the earnings call was that it's going to give shareholders $100 billion in buybacks and dividends, which is a departure from previous practice and obviously an attempt to offset the pain of a a 40% decline in the value of Apple stock.

The sea change in tech from personal computers to mobile and tablets is accelerating minute by minute and which companies will be winners and which will be losers remains very much in doubt. Key players include Apple, Amazon and Google (GOOG) and, of course, the old line names like Microsoft, IBM, Dell and Hewlett Packard, who will struggle to stay relevant and not become dinosaurs in this new age.

For investors, stock picking in this new age could become treacherous, at best, as the battle for survival and supremacy plays out. Here is a list of some ETFs you may want to consider as alternatives to investments in individual tech sector companies:

For tech bulls:

PowerShares QQQ Trust ETF (QQQ): This ETF, formerly known as the "Nasdaq 100 Tracking Stock", invests in all of the stocks in the Nasdaq 100 Index, which includes 100 of the largest domestic and international non-financial companies listed on the Nasdaq Stock Market based on market capitalization.

Technology Select Sector SPDR ETF (XLK): This ETF invests in all of the equity securities of the Technology Select Sector Index in the same proportion as the investments in those companies made by the index itself.

For tech bears:

ProShares Short QQQ ETF (PSQ): This ETF seeks daily investment results which correspond to the inverse (-1x) of the daily performance of the NASDAQ 100 Index. QQQ invests in derivatives which ProShares Advisors believes, in combination, should have similar daily return characteristics as the inverse (-1x) of the daily return of the index.

ProShares UltraShort QQQ ETF (QID): This ETF seeks daily investment results which correspond to two times the inverse (-2x) of the daily performance of the NASDAQ 100 Index. QID invests in derivatives which ProShares Advisors believes, in combination, should have similar daily return characteristics as two times the inverse (-2x) of the daily return of the index.

A quick look at a chart of QQQ offers insight into the current condition of the tech sector:

In this chart of QQQ we can see how the index (candlesticks) has been in an uptrend and the blue line of Amazon closely tracks the direction of the QQQ index.

However, we can see how the black line of Apple stock prices has wildly diverged from the overall sector.

Apple makes up a significant percentage of the weighting in QQQ and so it's unlikely that this divergence can continue. It's very likely that either Apple will have to rally or that QQQ will decline to a point where the two are again in synch with each other.

Bottom line: In today's world, the rate of change will only continue to accelerate as mobile and tablets and the cloud crowd out PCs, mainframes and semi-conductor based computing products. Picking individual winners and losers will be a gamble, at best. However, tech index ETFs like QQQ and PSQ will offer investors opportunity to profit from both the rise and fall of the tech sector tide.

Harnessing the power of the 'cloud'

The partnership, which includes five other European academic institutions and technology companies, will integrate advanced new technologies into cloud computing to vastly increase the capacity and efficiency of these services.

Cloud computing means using a network of remote servers hosted on the Internet to store, manage, and process information in data centres, rather than a local server. Facebook is a company that depends on cloud computing to provide their services to users. Companies such as Google and Amazon are examples of companies that offer cloud computing services.

There has been an increase in companies around the world using cloud computing to do business. More than half of US corporations, for example, now use cloud computing to store and process information.

The requirements from clients for more advanced services are evolving quickly and companies that offer cloud computing are now keen to capitalise on this vast untapped business potential.

Professor Alexander Wolf, from the Department of Computing at Imperial, is leading the consortium. He says:

"The potential of cloud computing has not yet been fully realised and our project aims to make it more flexible and powerful for customers. Ultimately this could improve the efficiency and effectiveness of companies and open the door to a whole range of new business developments, spurring on the global economy in the process."

The consortium will integrate new technologies seamlessly into the existing computer infrastructure in data centres. These technologies will enable more complex computations, communication and storage capabilities.

Ultimately, improvements to the computing technology will make cloud computing more energy efficient, flexible and easier to use and manage.

The name of the consortium is called HARNESS, which stands for Hardware- and Network-Enhanced Software Systems for Cloud Computing. It will run for three years.

HARNESS is funded by the European Union's Seventh Framework Program (FP7) for Research and Technological Development. Other universities participating in the project are cole Polytechnique Fdrale de Lausanne, Universit de Rennes 1 and Konrad-Zuse-Zentrum fr Informationstechnik Berlin. The commercial partners are Maxeler Technologies and SAP.

(AP) ? The British film studio home to the James Bond franchise announced plans Monday for its first U.S. movie production facility at a site near Atlanta.

The large-scale film complex will be called Pinewood Atlanta and Pinewood will manage the facility under an agreement with a group of private investors. Plans call for the studio to be developed on 288 acres south of Atlanta in Fayette County and include at least five soundstages as well as production offices.

"Today's agreement is another step forward for the Pinewood brand internationally," said Ivan Dunleavy, CEO of Pinewood Shepperton PLC, which has studios in the United Kingdom, Canada, the Dominican Republic, Germany and Malaysia. Recent films shot at Pinewood Studios, based outside of London, include the upcoming Angelina Jolie film, "Maleficent," and "Jack Ryan," directed by Kenneth Branagh.

It's the fifth major studio development or expansion announced in Georgia in recent months. Last week, Atlanta-based developer Jacoby Development said it would build an estimated $1 billion multi-use project north of Atlanta that will include 12 soundstages as well as production offices and an arts and media school aimed at training the next generation of film industry employees.

The Pinewood project is a major coup for Georgia and opens the state to major, big-budget films that need large studio space. While Pinewood Studios has an office in Los Angeles, it chose the Southeast for its first U.S. production facility.

While California has numerous soundstages, not many have been built in recent years as the state has been grappling with the effects of runaway production and the lagging economy. A survey last year found California lost $3 billion in wages from 2004 to 2011 because of film and TV production moving to other states and countries, according to a report in the Los Angeles Times.

Half the wages went to states, including Georgia, that offer tax incentives and rebates to the industry. Other states included New York, Louisiana and North Carolina.

"Pinewood Atlanta's location will contribute significantly to Georgia's growing reputation as a top draw for movie and television productions," Georgia Gov. Nathan Deal said. "We welcome the business this world-renowned company will bring to the state and the jobs it will create for our crew base and supporting companies."

Last year, productions filmed in Georgia generated an estimated $3.1 billion in economic activity, a 29 percent increase from the year before. TV shows such as AMC's "The Walking Dead" film in Georgia, and recently "The Hunger Games" sequel, wrapped up in locations around Atlanta.

While studio developers building soundstages are not eligible for the state's generous tax credit program, the production companies making films are. Georgia currently provides a 20 percent tax credit for companies that spend $500,000 or more on production and post-production in the state, either in a single production or on multiple projects. Georgia also grants an additional 10 percent tax credit if the finished project includes a state promotional logo.

The Pinewood project is a joint venture with River's Rock LLC, which is an independently managed trust of the Cathy family, according to the studio. The Cathy family is known for establishing the Chick-fil-A fast-food restaurant empire based in Atlanta. The chain last year generated both criticism and support when company president Dan Cathy made comments against same-sex marriage. The company later said it would stop funding anti-gay marriage groups.

Pinewood will maintain a 40 percent interest in the venture and will also provide sales and marketing services under the agreement. Plans call for additional construction phases that could add several more soundstages. The project also includes a vocational job skills training program to help build up the state's workforce. Georgia already has an estimated 5,000 union and non-union professionals associated with the film industry along with more than 1,000 production suppliers and support companies.

County officials say 75 companies have been in contact saying they want to locate to the site and provide industry-related services.

"We are tremendously excited to be creating a world-class studio in the state of Georgia and are looking forward to working with Pinewood in the many years to come," said Jim Pace, managing partner of the investment group, River's Rock LLC. "The Pinewood brand is so well recognized in the global film industry and together there is a great opportunity to build an excellent facility that will attract the very best producers."

The project in Georgia has the possibility to be a major economic driver, allowing big-budget films to come to the state.

"It takes the state to a whole new level," said Matt Forshee, president of the Fayette County Development Authority, who has been closely involved in the project. "When you look at the films that have filmed in Georgia, for the most part, they have been smaller budget films, in the range of $20-25 million. This allows us to open up to larger budget productions, which means more expenditures occurring within the state, which becomes a bigger return on the investment on the state level for the tax credits."

NY, Israel museums jointly acquire ancient Torah

NEW YORK (AP) ? The Metropolitan Museum of Art in New York and The Israel Museum have jointly purchased a 15th century Torah.

Sotheby's announced Monday that the two institutions have acquired the Mishneh (MIHSH'-nah) Torah from the Michael and Judy Steinhardt Judaica Collection. It was about to be put up for auction in New York City.

It's the second of a two-volume illuminated manuscript. The first is housed in the Vatican.

The Torah had a pre-auction estimate of $4.5 million to $6 million.

Sotheby's declined to say how much the two museums paid. But it was more than the $2.9 million paid for a Hebrew Bible in 1989 at Sotheby's, which set an auction record for Judaica.

The remainder of the Steinhardt collection is being held as scheduled on Monday.

Ukraine says too early to consider pardoning Tymoshenko

MOSCOW (Reuters) - Ukraine's presidential pardon commission said on Saturday it was too soon to consider pardoning Yulia Tymoshenko, the president's main political rival whose continuing detention is a major obstacle to improved ties with the West.

The commission said that as some criminal charges against Tymoshenko were still being investigated and the courts had not yet ruled, the "issue of her pardon is premature."

On Thursday, foreign ministers of several EU countries visited Ukraine and said there was unlikely to be rapid progress on free trade and political association deals, citing the Tymoshenko case as a major obstacle.

Tymoshenko was sentenced to seven years in prison in October 2011 for crimes related to a 2009 gas deal with Russia which Yanukovich says saddled Ukraine with exorbitant energy prices.

Since last May, Tymoshenko, who served twice as prime minister before narrowly losing the 2010 presidential run-off to Yanukovich, has been receiving treatment for back trouble in a state-run hospital in the city of Kharkiv.

Yanukovich himself says he cannot order her release because Tymoshenko is due to be tried on tax evasion and embezzlement charges and is being investigated in a murder case. She denies all the charges.

Shape-shifting mobile devices

Apr. 28, 2013 ? Prototype mobile devices that can change shape on-demand will be unveiled today [Monday 29 April] and could lay down the foundation for creating high shape resolution devices of the future.

The research paper, to be presented at one of the world's most important conferences on human-computer interfaces, will introduce the term 'shape resolution' and its ten features, to describe the resolution of an interactive device: in addition to display and touch resolution.

The research, led by Dr Anne Roudaut and Professor Sriram Subramanian, from the University of Bristol's Department of Computer Science, have used 'shape resolution' to compare the resolution of six prototypes the team have built using the latest technologies in shape changing material, such as shape memory alloy and electro active polymer.

One example of a device is the team's concept of Morphees, self-actuated flexible mobile devices that can change shape on-demand to better fit the many services they are likely to support.

The team believe Morphees will be the next generation of mobile devices, where users can download applications that embed a dedicated form factor, for instance the "stress ball app" that collapses the device in on itself or the "game app" that makes it adopt a console-like shape.

Dr Anne Roudaut, Research Assistant in the Department of Computer Science's Bristol Interaction and Graphics group, said: "The interesting thing about our work is that we are a step towards enabling our mobile devices to change shape on-demand. Imagine downloading a game application on the app-store and that the mobile phone would shape-shift into a console-like shape in order to help the device to be grasped properly. The device could also transform into a sphere to serve as a stress ball, or bend itself to hide the screen when a password is being typed so passers-by can't see private information."

By comparing the shape resolution of their prototypes, the researchers have created insights to help designers towards creating high shape resolution Morphees.

In the future the team hope to build higher shape resolution Morphees by investigating the flexibility of materials. They are also interested in exploring other kinds of deformations that the prototypes did not explore, such as porosity and stretchability.

Anthony Foxx in line for transportation post

WASHINGTON (AP) ? President Barack Obama on Monday will nominate Charlotte, N.C., Mayor Anthony Foxx as his new transportation secretary, a White House official said Sunday.

If confirmed by the Senate, Foxx would replace outgoing Secretary Ray LaHood.

Foxx is Obama's first black nominee among the new Cabinet members appointed for the second term. The president faced criticism early in his second term for a lack of diversity among his nominees.

The official insisted on anonymity to avoid public discussion of the pick before the official announcement.

The official noted that Foxx has led efforts to improve his city's transit infrastructure to expand economic opportunity for businesses and workers. During Foxx's term as mayor, Charlotte has broken ground on several important transportation projects, including the Charlotte Streetcar Project to bring modern electric tram service to the city as well as a third parallel runway at Charlotte/Douglas International Airport. The city has also moved to extend the LYNX light rail system to the University of North Carolina at Charlotte, the official said.

If confirmed by the Senate, Foxx would take over a department that has been at the center of Washington's debate over the impact of the so-called sequester cuts. The automatic cuts resulted in furloughs for air traffic controllers that helped cause delays at many airports.

Congress reached a deal last week to provide the Transportation Department flexibility that allowed it to end the air traffic controller furloughs.

Foxx, an attorney who has worked in several positions with the federal government, was first elected mayor in 2009. He raised his national profile last year when Charlotte played host to the Democratic Party's convention.

He also served as a member of the Charlotte City Council.

A Playbook for Undoing the Sequester

Who would have guessed that the air-traffic controllers and meat inspectors would be the first ones lucky enough to avoid the across-the-board spending cuts known as sequestration?

So it went on Friday, when Congress passed legislation to give the Federal Aviation Administration special flexibility in implementing its sequester cuts. The bill exempted air-traffic controllers from furloughs, which had caused flight delays at major airport hubs throughout the Northeast for the past five days. Meat inspectors also received a carve-out in late March following a powerful lobbying push and under the guise of ensuring food safety.

Now, with two sequester tweaks on the books, other special-interest groups, unions, and lobbyists are planning to rev up their efforts to undo the cuts bit by bit or, in this case, by a few billion dollars here or there. The actions of the FAA over the past week, alongside airline groups and unions, offer a playbook for others to use as they too seek exemptions.

?What you?re seeing now is an unraveling of the sequester. This is predictable as the sun rising in the east, and it will happen piece by piece over the next 60 to 90 days,? says Steve Bell, senior director of economic policy at the Bipartisan Policy Center and a former staff director for the Senate Budget Committee.

Already, interest groups are plotting new ways to cast their particular sequester cuts as dire or unfair or safety hazards since they see an opening to escape the full force of the legislation. Remember the hollering a few weeks ago about cancer patients being turned away from treatment or clinical trials? Well, the American Cancer Society Action Network plans to ramp up its pressure on lawmakers following the FAA legislation. The group has an energized grassroots organization; a lobbying team in Washington; and lots of face time with lawmakers. After all, if air-traffic controllers can get a pass, then the cancer advocacy group thinks patients should too.

?We?re no longer just talking about why we need this additional funding. We?re talking about people who are dying because of what politicians are unable to do,? says Christopher Hansen, president of the American Cancer Society Action Network, the advocacy arm of the American Cancer Society. The message, he adds, ?is going to get more edgy.?

It took a mere six days for the FAA to push Congress to change its language on the agency?s sequester cuts. The furloughs of air-traffic controllers began April 21. Each ensuing day, the agency released a press release and tweeted about the number of flights delayed due to sequestration and the resulting reduced staffing at airports.

On Wednesday alone, 863 flights were delayed at major hubs in New York, Washington, Cleveland, Dallas, and Jacksonville, Fla. On average, New Yorkers? flights were delayed by one hour, while delays at the Los Angeles airport spanned into two hours, says Mark Duell, vice president of operations at FlightAware.com, an industry tracking group. The airlines also threatened to undo their rule to not keep passengers waiting on the tarmac for more than three hours.

Forget that an additional 2,132 flights were delayed on Wednesday, due to weather or other typical airline mishaps. This week, for instance, New York suffered from high winds, and Florida experienced thunderstorms, Duell says.

When the flights were delayed, the message from the airlines was clear: This is all the fault of the sequester. Pilots and flight attendants in their announcements attributed problems to the government cuts, says airline industry analysts. This riled up consumers and made them aware of the sequester cuts in a way they may not have experienced them before. (In mid-March, a majority of Americans had yet to see evidence of the sequester in their lives, says Gallup pollsters).

Then came the lobbying muscle to fight the FAA cuts. That?s the thing about the airline industry?it has lots of manpower. The airline pilots have a union, as do the air-traffic controllers. Major airlines have an industry group alongside the regional airlines. Even companies involved in shipping, transportation, air express, and postal delivery got involved.

It was all-out blitz, from the cable-news shots of angry passengers delayed at major airports and missing connecting flights to websites set up by the industry to decry the issue. ?Don?t Ground America? was the slogan of one industry advocacy site. ?The FAA?s unnecessary and reckless action will disrupt air travel for millions of Americans, cost jobs, and threatens to ground the U.S. economy to halt,? says the site.

This combination of angry consumers and a powerful industry?combined with a lack of opposition?forced Congress to vote to give the FAA more room to maneuver with its sequester cuts. In the weeks to come, the question is: Will this prove as a successful template for other industries or a one-off lucky break for the FAA on the sequester?

The Internal Revenue Service recently announced its plans to furlough its employees. The group representing them, the National Treasury Employees Union, wants those furloughs scaled back. ?Congress just voted to make it more likely that their flights home for another vacation today will not be delayed, but they should be staying here to find a way to stop the sequester and prevent the loss of services the American people rely on,? said NTEU President Colleen Kelley in a statement.?

In the coming weeks, the cuts least likely to receive much attention are those that affect the poor or the unemployed. Already, workers who?ve been out of job for six months or more have seen ?federal unemployment checks cut by about 11 percent cuts due to the sequester.

?It pains and saddens me that there is no outcry to undo the sequester cuts for them,? says Judy Conti, a federal advocacy coordinator with the National Employment Law Project. ?The political reality is that members of the House are not willing to do that.?

NATO: 4 service members killed in plane crash

KABUL, Afghanistan (AP) ? A plane crashed in southern Afghanistan on Saturday, killing four international service members on the same day the Taliban said they were gearing up to launch their spring offensive with attacks on military and diplomatic targets.

Initial reporting indicated there was no enemy activity in the area where the plane went down, the NATO-led coalition said in a statement confirming the crash. Coalition personnel secured the site and were investigating the cause of the crash, NATO said.

The brief statement did not identify the nationalities of the victims, or say exactly where the crash occurred.

However, Mohammad Jan Rasoulyar, deputy governor of the southern province of Zabul, said an aircraft belonging to foreign forces crashed Saturday afternoon in Shah Joy district. He confirmed the site had been surrounded by international forces.

The spring Taliban offensive, which is to begin on Sunday, comes as U.S.-backed efforts to try to reconcile the Islamic militant movement with the Afghan government have so far failed.

Insurgents already have stepped up attacks this spring as they try to position themselves for power ahead of national elections and the planned withdrawal of most U.S. and other foreign combat troops by the end of 2014.

The Afghan Defense Ministry said its security forces are prepared for Taliban's new campaign. "The Afghan National Army is ready to neutralize the offensive," the ministry said, adding that the soldiers now have the support and trust of many Afghans.

The Taliban's leadership vowed on Saturday that "every possible tactic will be utilized in order to detain or inflict heavy casualties on the foreign transgressors" during its spring offensive.

In a sign of Taliban's determination to replace Afghanistan's government with one promoting a stricter interpretation of Islamic law, the insurgents named the new offensive after a legendary Muslim military commander, Khalid ibn al-Walid. Also known as the "Drawn Sword of God," he was a companion of Islam's Prophet Muhammad.

The Taliban threatened to infiltrate the Afghan security forces and conduct more attacks on Afghan policemen and soldiers as well as foreign troops. Such attacks threaten the strength of the Afghan forces as they work to take over responsibility from international troops. The latest one occurred in March, when a member of Afghanistan's government-backed village defense program shot and killed five of his colleagues in Badghis province in northwest Afghanistan

April has already been the worst month for combat deaths so far this year. According to an Associated Press tally, 257 people ? including civilians, Afghan security forces and foreign troops ? have been killed in violence around the nation. During that time 217 insurgents have died.

Last year during the month of April, 179 civilians, foreign troops and Afghan security forces were killed and 268 insurgents.

Still, U.S. Marine Gen. Joseph Dunford, the top commander of U.S. and NATO forces in Afghanistan, said Wednesday that the security situation had improved across the country, with Afghan forces now leading 80 percent of all conventional operations.

As the traditional fighting season begins, the insurgents will face a combined Afghan force of 350,000 soldiers and police, he said.

"The insurgency can no longer use the justification that it is fighting foreign occupiers ? that message rings hollow," Dunford said in a statement.

Elsewhere in Afghanistan, the Taliban late Friday freed nine civilian de-miners it had captured in the southern province of Kandahar after negotiations involving tribal elders, provincial spokesman Javeed Faisal said.

The Afghan men were being driven back from a mine field last Sunday when they were captured. Afghanistan has a legacy of land mines going back decades and remains one of the most heavily mined countries in the world.

Social networking has become an essential when one is considering to be prominently known in the World Wide Web, whether you?re just tweeting, posting an Instagram photo of your food, looking for online opponents or team-ups for a round of poker or WoW, or wanting to know why someone blogged about flying kites. Even if you?re into popular activities like online gaming, fashion or sports, the mere fact that the trend is overpopulated with ?expert? websites means having followers involved interactively in your website may just give you an edge above the competition. It may sound overwhelming but mind you, despite Facebook being a trendsetter in the internet game, it was not the first one to transition to RWD despite being forerunners of community-based approaches. Time, Harvard University, Mashable and even quaint small business like Tattly have already transitioned to RWD making access smoother whatever gadget you?re using. Then again, such mentioned approaches are still up to you and will depend on factors that you consider important in getting attention from internet users. Research more and then decide. It?s your call.

    Society president sees Pope Francis, Chesterton link :: Catholic ...

    .- The American Chesterton Society's thrilling experience of being in Rome during Pope Francis' election has led the group's leader to reflect on the connections between the Pope, G.K. Chesterton and St. Francis.

    Pope Francis has ?that Franciscan humility and he?s not afraid to do things that the world may consider foolish,? president Dale Ahlquist told CNA April 24.? ?

    ?Even certain people in the Church are surprised by the things he's doing,? he added, citing Pope Francis? washing the feet of prisoners and his decision not to move into the papal apartments.

    Ahlquist said this similarity between Pope Francis and St. Francis is clear in Chesterton's biography of the saint, which presents him as ?someone willing to be a fool for Christ, but also willing to be a mirror of Christ.?

    He said he sees this characteristic ?absolutely? reflected in the first month of Pope Francis? papacy.

    Ahlquist noted that he considers Chesterton ?one of the great English writers of the 20th century? who was ?very prolific and very profound.?

    ?He was an important Catholic convert who turned a lot of heads, being a major literary figure who converted to the Catholic faith.?

    ?I think his importance is as a defender of the faith and as someone who articulates traditional values in a very witty, and certainly appealing way,? Ahlquist said. ?There?s something about Chesterton that just draws in his own enemies.?

    Ahlquist recalled that he knew immediately that Pope Francis was ?a Chestertonian Pope,? a reaction later supported by Pope Francis? history.

    As archbishop of Buenos Aires, Pope Francis was a member of an honorary committee of a conference for the Argentine Chesterton Society and celebrated a Mass for the conference. He owns several books by Chesterton.

    Pope Francis? March 13 election to the papacy coincided with the beginning of the American Chesterton Society?s March 13-23 pilgrimage to Rome. They followed in the footsteps of G.K. Chesterton, who made a three-month visit to Italy in 1929 for the beatification of the English Martyrs.

    About 70 students and society members made the trip, which included an international conference with the Italian Chesterton Society.

    ?We had planned the conference and the pilgrimage for months ahead of time. It just so happened that we landed in Rome right in the midst of the new Pope,? Ahlquist said. ?Everyone was thrilled.?

    Students from Chesterton Academy, a private Catholic high school near Minneapolis and St. Paul, had a ?once-in-a-lifetime experience? attending the new Pope?s installation Mass.

    ?They got to see the Pope from just a few feet away. They were absolutely thrilled,? said Ahlquist, a co-founder of the academy.

    One girl said being in Rome was ?the first time she had really internalized her faith...Coming to Rome was like coming home, but it also brought the faith itself home to them,? Ahlquist said of the students.

    The International Chesterton Conference March 16 hosted about 150 people, mostly Italian. It focused on Chesterton?s writings on Rome and Italy as well as his past and present influence in the country, where there is ?growing enthusiasm? for the writer.

    Ahlquist suggested that this interest is rooted in the same features of Chesterton that have helped revive interest in the U.S., such as his ?prophetic qualities?

    ?He seems to be describing exactly the problems that our modern society is going through, with a greater accuracy than some of the present commentators are,? Ahlquist said

    He said Chesterton was a critic of ?the attack on the family? and the ?runaway big business and big government oppression of the common man.?

    Chesterton also created ?surprising interest? in the Catholic faith in ?a world that is always ready to dismiss it.?
